Exhibitionism (“flashing”) involves persistent, powerful urges and sexual fantasies involving exposing one’s genitals to unsuspecting strangers for the purpose of achieving sexual arousal or gratification. The prevalence of exhibitionism in the general population is unknown, but studies have shown its experience widespread. The typical exhibitionist is often a young and sexually repressed individual who have difficulties relating to women and are unable to establish meaningful heterosexual relationships. 

The act of exhibitionism is often trivialized as a “nuisance crime”. But the psychological consequences among victims, especially young children, indicate that exhibitionism is not victimless.

Exhibitionism can also happen to people of all ages and genders but girls and young women are often preferred victims.
